The Ayacucho Party was created by Law on June 19, 1865, of division of the Campaign outside the Salado River and its respective Regulatory Decree of August 31, 1865. The name refers to and pays tribute to the last battle fought for independence , December 9, 1824.
The Party is located in what is called the Tandilofú area, the name of a stream on whose banks the main city is located, and it resulted from the division of the Tandil, Mar Chiquita and Vecino parties. Also by the Law of July 9, 1865, the neighboring Arenales Party was created, which Ayacucho was assigned according to the Decree of January 16, 1866.
The first authorities in Ayacucho were those of Arenales, that is, the Justice of the Peace appointed to Arenales in January 1866, Don José Zoilo Miguens. The first Municipal Corporation was elected at the beginning of 1867 and was made up of the municipalities Felipe Brizuela, Juan B. Molina, José M. Muñoz, Pedro Luisoni and Manuel Martínez.
There being no population center in any of the parties, Miguens made arrangements for the founding of one, which took place in the space corresponding to Ayacucho, and was called Arenales in the beginning. In 1868 the name change was decided, considering the real location of the town.
On June 22, 1866 the plans, measurement and layout of the egido, fifths and farms were approved, a date that is considered to be the foundation of the city of Ayacucho.
Towards the end of the century, the two parties became one, under the name of Ayacucho.
Don José Zoilo Miguens, who is considered the founder of the town, owes his interest in the Buenos Aires campaign to his strong Creole roots, since his ancestors were linked to livestock activities from the end of the 16th century.
Miguens was a close friend of José Hernández, author of the gaucho literary work ´´Martín Fierro´´, for which in one of the stanzas of the book he mentions Ayacucho in honor of that outstanding friendship.
The livestock tradition dates back to before the creation of the Ayacucho district, since the first ranches in the area were formed at the time when Martín Rodríguez founded Fort Independencia (Tandil). At the time of the founding of Ayacucho there were no fences or other type of fence that limited the 92 rooms that were in the party. As of 1877, the permits to wire are registered, which will increase rapidly.
Another important milestone for livestock was the foundation of the Rural Association of Ayacucho, in 1882, which in 1883 held its first exhibition.
With regard to the police forces, at first they were under the command of the Justice of the Peace, who had a police force, but in 1880, the government of the Province appointed Chiefs of Police, with Sub-Commissioner José Ordoñez being appointed to Ayacucho.
The first concerns of Miguens, already founded the town, were the education and spiritual assistance of the population. Thus, at the request of the Municipal Corporation, on August 23, 1867, the Vice-Parish of Ayacucho y Arenales was created, whose first parish priest was the priest Feliciano de Vita and his patron, San Luis Gonzaga.
The Temple was inaugurated on June 21, 1884, but it was demolished in 1918, beginning the construction of a new one.
The public institution was also the concern of Miguens, since in 1867 the teaching of classes began, being officially inaugurated the Schools No. 1 for boys and No. 2 for girls on November 10, 1867, operating in temporary buildings. It was not until May 25, 1887 that the first buildings for the Public Schools were inaugurated (today Esc. N ° 1 Domingo Faustino Sarmiento, mixed).
Private education also grew in Ayacucho, and the incorporation of Manuel Vilardaga to the School Council, expedited the creation of new schools in the City and in the Campaign, as well as the Public Library (1891).
Regarding secondary education, it was not until 1913 that the Popular Normal School was created, nationalized in 1948, today the National Normal School.
Hygiene and public health were also the concern of the first authorities; in 1884 the Ayacucho hospital was inaugurated, whose first director was the late Jacobo Z. Berra.
Although agricultural activity was very scarce, since the creation of new parties was to extend the area dedicated to livestock, in 1876, the San Juan mill was installed, a flour mill owned by Juan Labat, considered the first industry in the region. zone. In 1880 the first Barraca y Grasería, owned by Don Luis Bouson, was installed, who has the honor of being a pioneer in the agricultural and livestock trade, as well as in social and cultural activities.
Journalism developed in Ayacucho from its first newspapers, simple handwritten sheets that contained the news of the day, it is worth mentioning among the most prominent: El Imparcial, El Despertador,
La Reforma, La Verdad, La Voz del Pueblo, La Unión, La Voz de Ayacucho, La Minerva, El Porvenir, etc.
With regard to communications, these were made through messengers (passengers and Post Office) and the transfer of goods in heavy wagon troops. However, in 1880 the first train from Ayacucho arrived, continuing the branch to Dolores.
Another public service such as lighting, began with the installation of the first Electric Power Plant in 1903, owned by the brothers Javier and Rafael Suárez.
The telegraph was installed in 1877, and in April 1913 the telephone line was released to public service.
In 1934, Ayacucho was elevated to the category of city, marking the beginning of a new stage.
Noteworthy are the numerous cultural activities carried out by already traditional institutions, such as the Municipal School of Artistic Education and Languages, through its departments of Music, Languages and Ceramics.
